UPDATE ON ROSCOMMON CDB
OCTOBER 2000
Board Training
The Roscommon County Development Board engaged in two training sessions in July and August 2000, which included consultations within members’ organisations/sectors on priorities for the county. The training resulted in an agreed preliminary list of priorities, identification of the contribution that each organisation and the CDB could make to these priorities and a working group structure for the Board to begin work on steps two and three in the eight step process. The other outcomes of the training were clarification on the role/vision of the CDB; views on how to work in partnership, exploration of members’ own visions for the county and an image and headline which might reflect a new vision. The involvement of young people was considered crucial by the Board, in developing a ten-year strategy for the county. The October meeting of the Board agreed to seek a co-option from the youth sector.
Working Groups
Three working groups have been set up; they are Social, Economic, and Cultural Working Groups. A framework for the working groups was agreed at the training as follows:

The working groups identified issues within their sectors and formed sub-groups to begin to map provision in each sub-sector. See chart of CDB and Working Group structures below.
The sub-groups of the Social Working Group are Community Development, Health and Children, Education, Housing/Social Infrastructure, Training & Youth Work. Under the Economic Working Group the sub-groups are Infrastructure, Enterprise, Farming and Tourism. The sub-groups of the Culture Working group are Language/Literature, Festivals and Heritage/Archaeology. Other themes identified by the Culture Working Group are Visual Arts, Performing Arts, Community Arts and Sport. Some of the sub-groups have co-opted stakeholders (interested/involved people) on the sub-group. Some of the main stakeholders are being consulted or are invited to meetings as part of the process of preparing an initial overview of provision.
Each working group will prepare a summary overview by December 2000/January 2001, of the level of activity/provision, identification of the main stakeholders, the existing research/data, the gaps, trends and issues, the new data that needs to be gathered and the people who need to be consulted. This overview of the fifteen sub-sectors/themes will be collated into three reports for the Social, Economic and Culture Working Groups and for the Board. These reports will complement the draft audit of services report and together they will guide the consultation process in 2001. They will also guide the next step in the process, that is the SWOT analysis and the agreement of priorities under each sub-sector.
The Board will review the Working Group structure in December 2000.
Co-ordination of Social Inclusion Measures
The CDB endorsed the co-ordination process of social inclusion measures at local level. One representative from each of the four sectors on the Board is working with the Director to identify an d activate the most appropriate mechanism/structure for the co-ordination of the delivery of social inclu sion measures in County Roscommon.
Research / Data Collection and Mapping
Roscommon CDB is working with Westmeath and Laois CDBs to complete the research and mapping work by contracting in the service from an outside agency/consultant.
Audit of Services
Part one of the audit of services has been completed and a draft circulated to working group members to assist in their sub-groups’ mapping exercise. Part one of the audit targeted mainly the state, local authority, social partners and local development bodies. Part two will target the voluntary and community sector in the county. A data base is being set up to make the audit information available on the County Council’s web page.
Information Sessions for CDB
Information sessions for the Board and members of their organisations are being organised on Telecommunications Provision, the ESB, the National Anti-Poverty Strategy and the National Development Plan.
Co-ordination of Linkages and Joint Actions
The Director of Community and Enterprise is facilitating the co-ordination of linkages and joint actions among the main organisations providing services and programmes in the county. This co-ordination is concerned with current programmes and work being undertaken by organisations in the three sectors of local development, state agencies and the local authority.
