Background:

One of the key roles of the Waterford County Development Board is to prepare a ten year Strategy for the Economic, Social and Cultural Development of County Waterford. The Strategy must set out where the Board and the people of County Waterford want the County to be in ten years time and set out how this is to be achieved. Essentially the preparation of a Strategy involves four phases.

 

Phase I : Where are we

What is the current Economic, Social and Cultural situation and what are the Strengths, Weaknesses, Opportunities and Threats facing the County.

 

Phase II : Where do we want to be

This step involves the development of a vision of how the County will be in ten years time i.e. what desirable outcomes and results do we require to achieve over the ten year period.

 

Phase III : How should we get there

This phase involves the identification and selection of options and development of Strategies and the establishment of targets and key result areas.

 

Phase IV: How will we know we’re getting there

This phase involves checking on the delivery of the Strategy, are the targets being reached, are the desirable improvements and results being achieved, are changes in Policy and Programmes necessary.

 

Preliminary Phase:

Up to now the County Development Board has been in a preliminary phase of setting itself up, clarifying its role, the overall aims of the process and the values and key principles which the Board will work under.

 

Phase I:

The Board is now moving into Phase I of the process and has adopted an overall Workplan and has set up three main Work Groups to deal with the Economic, Social and Cultural themes. These Work Groups have started their work.

 

Targets:

The targets for Phase I of the process i.e. Where are we are:

  1. An agreed Workplan and Statement of Principles.
  2. A detailed Report on the Audit of Service Provision.
  3. A detailed Research Paper on the Economic, Social and Cultural situation.

A Paper on the Strengths, Weakness, Opportunities and Threats.

 

Workplan

While the Board has agreed a general Workplan and Statement of Principles it is felt that a more detailed Workplan is required to ensure that the targets are met. The detailed Workplan needs to break down the tasks involved, identify priorities, identify who will do the work and when and set out when the results are needed.

The target date to have Phase I completed is March 2001

The Audit of Services and Consultation Policy will form an essential part of Phase I. The Board will be considering an overall Consultation Policy through to the completion of the Strategy and its Schedule of Meetings to meet the targets.
